Poultry Chili

1 cup green bell pepper seeded
1 tablespoon garlic
2 pounds chicken turkey
1 cup tomato concasse
28 ounces kidney beans
16 ounces tomato sauce
2 tablespoons soy sauce
2 tablespoons chile powder
1/2 teaspoon cumin
1/2 teaspoon sage
1/2 teaspoon thyme
1/4 teaspoon oregano
2 scallions

HEAT OIL IN A DUTCH OVEN, OVER A MODERATELY-HIGH FLAME ADD ONIONS, BELL PEPPERS, AND GARLIC HEAT AND STIR FOR 3-4 MINUTES ADD TURKEY OR CHICKEN, HEAT AND STIR FOR 8-10 MINUTES STIR IN TOMATO CONCASSE, BEANS, TOMATO SAUCE, SOY, AND SPICES BRING TO A BOIL, REDUCE HEAT, COVER, AND SIMMER FOR 1-2 HOURS SERVE HOT, GARNISHED WITH MINCED S CALLIONS
