Santa Claus Cookies

Ingredients

1 c granulated sugar
1/2 c shortening
2 tb milk
1 ts lemon peel
1 egg
2 c all purpose flour
1 ts baking powder
1/2 ts baking soda
1/2 ts salt
1 1/2 c powdered sugar
1/2 ts vanilla
2 tb water
