Slim Red And Green Pasta

Ingredients

2 1/2 lb bell peppers
20 oz peppers
1 c thinly green onions
1 c basil leaves
1 1/2 tb tarragon
1 1/2 ts tarragon
3 tb capers
1 lb curly pasta

Instructions
