Upside-down Chocolate Cupcakes

3/8 c sweetened condensed milk
1/2 c semisweet chocolate chips
1 tb butter
12 cupcakes preheat oven
12 cups muffin in saucepan
1/4 cup melted butter
1 tbsp water
4 walnut in of the prepared muffin spoon mixture over walnu sift flour
1/4 cup butter
1/2 cups water
1/2 full with batter
1 tbsp butter
