Joe Cooper's Chili

• 10 garlic (cloves chopped)
• 8 dry chilie pods
• 2 bay leaves
• 1,400 gr beef (ground)
• 950 ml water
• 60 ml olive oil
• 50 gr chili powder
• 45 gr cornmeal
• 24 gr flour
• 20 gr paprika
